Child safety experts are raising alarms as the rise of AI-generated sexually explicit images of children is overwhelming law enforcement's ability to identify and rescue real-life victims. The sophistication and volume of these AI-generated images are creating new challenges for prosecutors and child safety groups.

Growing Challenge of AI-Generated Images

The volume of sexually explicit images of children being generated by predators using artificial intelligence is outpacing law enforcement’s capabilities to identify and rescue real-life victims, warn child safety experts.

AI-generated images have become so lifelike that it can be difficult to determine whether real children were involved in their production. A single AI model can produce tens of thousands of new images rapidly, flooding both the dark web and mainstream internet.

“We are starting to see reports of images that are of a real child but have been AI-generated, but that child was not sexually abused. But now their face is on a child that was abused,” said Kristina Korobov, senior attorney at the Zero Abuse Project. “Sometimes, we recognize the bedding or background in a video or image, the perpetrator, or the series it comes from, but now there is another child’s face put on to it.”

With tens of millions of reports of real-life child sexual abuse material (CSAM) shared online annually, law enforcement and safety groups are already struggling.

“We’re just drowning in this stuff already,” said a Department of Justice prosecutor. “Crimes against children are one of the more resource-strapped areas in law enforcement, and there is going to be an explosion of content from AI.”

New Methods of Exploitation

The National Center for Missing and Exploited Children (NCMEC) reported predators using AI to generate child abuse imagery, alter existing files, and create new images based on known CSAM. Offenders have also used chatbots to find children for exploitation.

Prosecutors are concerned that generative AI could help offenders evade detection by altering images of child victims.

“When charging cases in the federal system, AI doesn’t change what we can prosecute, but there are many states where you have to be able to prove it’s a real child. Quibbling over the legitimacy of images will cause problems at trials,” said the DoJ prosecutor. Defense attorneys could exploit this ambiguity in trials.

While US federal law criminalizes the possession of CSAM, many states lack specific laws against AI-generated explicit material depicting minors. However, some states are taking action; Washington state recently passed a bill banning AI-generated CSAM, and a bipartisan bill aimed at criminalizing its production has been introduced in Congress.

Straining Resources

The influx of AI-generated content threatens to overwhelm resources like the NCMEC CyberTipline, which processes reports of child abuse worldwide and forwards them to law enforcement. Identifying whether images depict real children in need of rescue is becoming increasingly difficult.

Known CSAM can be identified by digital fingerprints, or hash values, maintained in databases. However, AI-generated content, which constantly changes hash values, undermines this system.

“Hash matching is the front line of defense,” said Jacques Marcoux of the Canadian Centre for Child Protection. “With AI, every image that’s been generated is regarded as a brand-new image and has a different hash value. It erodes the efficiency of the existing front line of defense. It could collapse the system of hash matching.”

Response to AI Advances

The escalation of AI-generated CSAM began in late 2022 with the public release of OpenAI’s ChatGPT and the LAION-5B database, an open-source catalog of images. AI models trained on this database could inadvertently produce harmful content.

“Every time a CSAM image is fed into an AI machine, it learns a new skill,” said Korobov of the Zero Abuse Project.

OpenAI has measures to minimize the risk of generating harmful content and reports known CSAM to the NCMEC. However, the rapid advancement of AI technology necessitates ongoing vigilance and new approaches to safeguarding children.
